AFOCO 2025 Technical Day – SGA Materials: 20 years of dairy conversion plant development

Nov 26, 2025 | Event, AFOCO Technical Day

On the occasion of AFOCO 2025 Technical Day, Julien WALIGORA, Technical Manager of Circular Economy at Eiffage Route, and Laurent BUTEZ, Director of SGA, have presented a unique feedback on 20 years of valorisation of conversion dairy at the site of ArcelorMittal Dunkirk.
This intervention, rich in lessons, highlights an exemplary field of industrial circular economy applied to infrastructure materials.

An industrial establishment in the heart of Dunkirk

Since 2004, SGA Materials has been engaged in continuous processing and recovery of steel co-products at the ArcelorMittal site.
The company has gradually established itself as a major player in the sustainable management of dairy mills, thanks to solid technical expertise and developments with long-term industrial partnerships.

20 years of history and innovation

The presentation focused on the main steps in the development of AMS:

  • creation in 2004 and operational start on UTS 1 and UTS 2 platforms,
  • successive integration into major industrial groups (Harsco, Phoenix Services),
  • confidence renewal of ArcelorMittal in 2018 for a period of 10 years,
  • since 2023, full integration within Eiffage Route.

This development underscores SGA's ability to structure sustainable, efficient and in line with growing expectations for decarbonisation in infrastructure.

Consolidated performance: focus on Sidmix®, a low carbon road hydraulic binder

Among the innovations presented, the Sidmix® occupies a central position.
This Low carbon LHR, designated HRB N2 – S 50, Sb 40 according to NF EN 13282-2, benefits from an IDRRIM Technical Notice renewed in 2024.
With a carbon footprint of 81 kg CO2 eq/t, it is an efficient and competitive solution in road and development projects requiring a strong environmental commitment.

An exemplary sector for the circular economy applied to infrastructure

The experience of SGA Materials is one of the most successful operational returns in France on the valuation of dairy products.
It proves that it is possible to combine technical performance, territorial anchoring and reduction of environmental impacts, in a sustainable partnership between industrialists and stakeholders in the BTP.
